Below is a link and quote from an old post we had explaining the various raid lockouts. Legion and Battle for Azeroth raids on LFR, Normal and Heroic fall into the Loot-Based Lockout section. Normal mode is not affected by group size lockout, and normal bosses can be killed by a combination of 10 and 25 man groups during any lockout period.

ToC has different lockouts for Heroic and Normal. ICC does not. Its a bit confusing I know, but Blizz experimented with the separate lockouts for ToC, and obviously decided it was a silly idea. The whole ToC thing was a silly idea.

Mythic is ID based, not “loot” based like LFR, normal and heroic. meaning that if a boss dies on that lockout ID, anyone who has that lockout ID will have that boss dead, regardless if they were involved in the kill or not. The way mythic works is the same way raid lockouts worked since vanilla. For World of Warcraft on the PC, a GameFAQs message board topic titled "Question about heroic and normal raid lockouts.".
